Emergency Management, or EM, was an organization in the Coalition of Ordered Governments. The Emergency Management's job was to oversee and deal with civil emergencies. The head of Emergency Management was the Emergency Management Chief. The Emergency Management was extremely busy during the Locust War, as they had to deal with all occurring emergencies when the Locust Horde rose from the Hollow and attacked cities and towns.^[1][2]
